Preheat the oven to 400 degrees F.
Toss the tomatoes, salt, pepper and 3 tablespoons of olive oil, salt, and pepper. Spread the tomatoes on a baking sheet and roast for 45 minutes.
Meanwhile, heat one tablespoon of olive oil in a small saute pan and saute the jalapeuño, onion, and garlic until soft.
Place the tomatoes and the rest of the ingredients in the food processor. Process for a couple minutes and transfer to a serving dish.
